Department of Transport Publishes New Statement of Strategy 2023 –2025
The Department of Transport has published its new Statement of Strategy covering the period 2023–2025.
Setting out six high-level goals, the Statement of Strategy was developed following consultation with internal and external stakeholders.
The Strategy sets out how the Department intends to apply public resources to fulfil its complex and important mission.
A total of €3.5 billion was allocated to the Department of Transport in 2023 for the purposes of delivering key strategic projects such as BusConnects, MetroLink and the DART expansion programme, carbon reduction programmes and public transport projects, active travel, cycling, walking and greenways, national, regional and local roads and aviation projects.
This year’s allocation is part of the €35 billion available to the Department over the course of the National Development Plan for the delivery of large-scale capital investment projects.
The Department will continue to be strategic in the deployment of all our available resources including financial, technological and staffing.
The Department’s six high-level goals are:

- Sustainability: Economy, Environment and Society
- Safety, Security and Accessibility
- Effective Regulation
- Stakeholder Engagement
- Organisational Excellence and Innovation
Minister Eamon Ryan stated, “the Statement of Strategy outlines the strategic direction of the Department of Transport’s wide and extensive remit to provide safe and accessible public transport, sustainable modes of travel, national and international connectivity.”
Minister of State Jack Chambers also commented, “the Statement of Strategy 2023 – 2025 provides a clear direction for the Department of Transport in how it engages with agencies and how it will deliver on key actions including those relating to road safety, road transport and logistics.”
